A new report from the Heritage Foundation’s Oversight Project claims that the majority of official documents signed by President Joe Biden during his tenure were executed using an autopen—a device that replicates a person’s signature automatically. The findings have revived concerns over Biden’s cognitive health and whether he personally authorized the signing of significant legal documents.
Report Raises Concerns Over Signature Authenticity
The Oversight Project, an initiative within the conservative Heritage Foundation that examines government actions to enhance transparency, published its findings on Thursday, posting on X:
“WHOEVER CONTROLLED THE AUTOPEN CONTROLLED THE PRESIDENCY.”
The group stated that after reviewing all available documents bearing Biden’s signature throughout his presidency, they found that all but one appeared to have been signed using the same autopen signature. The only exception, they claimed, was Biden’s 2024 announcement that he was withdrawing from the presidential race.
“We gathered every document we could find with Biden’s signature over the course of his presidency. All used the same autopen signature except for the announcement that the former President was dropping out of the race last year. Here is the autopen signature,” the Oversight Project wrote on X, attaching photographic comparisons.
Consistency in Executive Order Signatures
Among the examples presented were two executive orders—one from 2022 and another from 2024—as well as Biden’s withdrawal announcement from the 2024 presidential race. The two executive orders reportedly bore an identical signature, composed of a straight line followed by “R. Biden Jr.”
In contrast, Biden’s signature on the 2024 withdrawal announcement appeared noticeably different, described as less clear and more varied than the previous signatures.
A separate review by Fox News Digital independently examined more than 20 executive orders listed in the Federal Register between 2021 and 2024. Their analysis found that each one contained the same signature—suggesting a consistent use of an autopen throughout Biden’s presidency.
The Use of Autopen in Presidential History
The use of an autopen for official White House documents is not unprecedented. Several past presidents, including Barack Obama and George W. Bush, have acknowledged using the device for signing certain documents. However, critics argue that if an autopen was indeed used on all official documents, it raises questions about executive oversight and personal involvement in decision-making.
As concerns over presidential authority and decision-making transparency continue to grow, the Oversight Project’s findings are likely to fuel further scrutiny over Biden’s use of the autopen—and, by extension, the role he played in personally authorizing key executive decisions.
